Friends of Crystal Mountain gathered for a well attended meeting Saturday, October 17th. Crystal Mountain’s rezoning committee were all present to present the draft of our Forest Retreat Meditation Centre Proposal and accompanying maps.  The presentation was informative, thorough and unanimously supported by all who attended. A vote of confidence was given to submit the proposal to the Local Trust Committee (LTC) on 2 November, 2015.

To summarize, the land Crystal Mountain (CM) owns is Lot 9 and Lot A.  Lot 9 was purchased in 1979 and is has residential building rights attached to it.  Lot A was purchased in 1999 and is zoned as a forestry lot with limited activity allowed.  In 2004, CM applied for rezoning with the LTC to move the right to build from Lot 9 to Lot A and the application has been in the system for 11 years.

A year ago, in October 2014, a new proposal was drafted based on ideas from earlier visioning meetings. The current draft is a further attempt to respond to various questions and concerns raised by the LTC and APC’s (Advisory Planning Committee) .

Rezoning a Forestry Lot is a sensitive matter and there is no precedent of an application for a Sustainable Forest Retreat Meditation Centre.

In the Proposal, November 2015 draft, (a link is inserted at the bottom of this page) you will see the 2 main components are;

  • The Ecosystem-based Land-use Plan will restore and maintain the existing forest. (For example; the Coastal Douglas Fir trees and wetlands are endangered and every effort will be made to preserve these.)

  • and the careful building of a forest retreat meditation centre to support “contemplative uses of forest land”.

To support these components, and our values, the plan proposes;

  • To cluster buildings onto 25% of the land.

  • Turning 75% of the land into a conservation covenanted area. Currently, explorations are underway with  Islands Trust Fund Board to be CM’s covenant holder.

  • To surrender the right to build on Lot 9 (where building is permitted) in order to preserve the heritage trees and natural state of the land.  This will reduce the market value of Lot 9.

  • To amalgamate the building rights from Lot 9 to Lot A. 

  • To support up to 30 people in retreat.

In addition to the proposal, those on the rezoning team who live on Galiano Island are also doing all they can to engage and listen to the local community, to spread understanding of who and what CM is.  Many benefits to the Galiano community are noted in the draft proposal.

Two meetings are planned next month, on Galiano Island, to present the proposal to the Island Public. November 7 and again on November 28. Please join us if you can, more information will be circulated soon.
